Buy one that meets your needs and fits your pocket. You can always start with a mark of high price and if you need to buy a more expensive product at a later time. A method mentioned in the Internet does not use a bottle cutter, but uses a regular glass cutter, a rubber and a Sharpie marker. Place a rubber band around the bottle where you want to cut, make a small mark with a Sharpie marker. Put the bottle down and use a normal glass cutter. Start at the mark left by the Sharpie and use the rubber band as a guide.
